Part 2/10 Translation of Major New Policy Document on Reform of Social Organisation Management System

2.   Guiding Thought, Basic Principles, and the Overall Aim

1.     Guiding Thought. We should take as our guide Deng Xiaoping Theory, the Theory of Three Represents, and the Scientific Outlook on Development, fully implement the guiding principles from the major speeches of General Secretary Xi Jinping, work in accordance with the requirements of the Four-Pronged Comprehensive Strategy, and fully put into effect the philosophy of innovative, coordinated, green, open, and shared development, with one hand taking a firm hold on actively guiding development, and with the other managing strictly in accordance with the law, to give full expression to the role of social organizations in serving the country, in serving society, in serving ordinary people, and in serving different fields and industries, working hard to take a Chinese-style social organization development path.    

2.     Basic Principles. Remaining committed to the leadership of the Party. In accordance with the functional positioning of Party organizations within social organizations, which has been made clear by the central Party, we should give expression to the core political role of Party organizations, strengthen social organization Party building, place particular importance on strengthening political guidance for social organizations and role models to lead them, support people’s organizations (quntuan zuzhi) in playing a full role, strengthen the coordination of forces working together to keep in touch with the people, and ensure social organizations develop in the right political direction. 

Remaining committed to reform and innovation. We will reform the social organization management system; properly handle relations between government, market and social organizations; reform systems and mechanisms that inhibit the development of social organizations; encourage the dynamism of social organizations themselves and their development impetus, and help see that social organizations truly become an important force in providing services, reflecting demands, regulating behavior, and promoting harmony.    

Remaining committed to giving equal emphasis to ‘delegating’ and managing. Properly handling the relationship between ‘delegation’ and management means streamlining administration and delegating powers, optimizing services and actively cultivating and supporting, whilst at the same time exercising stronger oversight both during and after the handling of matters, giving impetus to the healthy and well-ordered development of social organizations.   

Remaining committed to proactively and prudently moving things forward. We need to undertake overall planning and take care of different interests at once, undertake guidance on the basis of the type of organization, make good use of piloting, and ensure reform work sees a stable transition and is moved forward in a well-ordered way. 

3.     Overall Aim. To see that by 2020: we will have achieved the complete and sound building of a Chinese-style social organization management system that features unified registration, with each undertaking their own duties, coordination and cooperation, responsibilities according to level, and oversight on the basis of the law; that we have better regulations and policies for social organizations, and that comprehensive oversight is more effective, Party organizations are playing a more obvious role, and the environment for the development of social organizations is improved; we will basically have in place a system of social organizations whereby government and social organizations are separate, powers and obligations are clear, and self-regulation is practiced in line with the law, and we have basically formed of a pattern of development for social organizations whereby there is a good mix of organizations, they are playing full functions, there is well-ordered competition, and that they are honest and self-regulating, and full of dynamism.
